The Technical Assistance to Radio Television Serbia (RTS) project assists the station in its transition to true public service broadcasting through consulting on financial management, sales and marketing strategies, as well as professional development opportunities for journalists. The 30-month project (2007-2009) is supported by the European Agency for Reconstruction and managed by the BBC World Service Trust. As a project partner, IREX Europe is responsible for organising training in several areas, including station finances, on-air branding and promotions, programme scheduling, and audience research.
The media in Serbia—and in particular RTS as the country’s mandated public service broadcaster—is positioned to facilitate the ongoing democratisation process; to encourage good governance and public accountability; to enhance political and economic development; and to act as a force for social inclusion and cohesion.
Since April 2006, Radio Television Serbia (RTS) has been engaged in the process of transformation from a state-owned television and radio operation into a public service broadcaster. According to the Broadcasting Law, the programmes of RTS shall cater to the interests of the public and comprise information, cultural, educational, scientific, and entertainment content. RTS is mandated to secure a diverse and balanced radio and TV programme upholding democratic values with special respect for human rights and cultural, ethnic and political pluralism, ideas and opinions.
Capacity building focuses on editorial management, craft skills, television studio skills, general and financial management, addressed through workshops, consulting, study tours and other methodologies.
IREX Europe Media Management Adviser Richard Lucas is leading the financial management and management structure training. IREX Europe Journalism and Newsroom Adviser Jim Fish is working alongside editors and journalists, assisting in the day-to-day production of news programmes and stories to improve the quality of RTS television journalism.
Selected RTS managers and staff will have the opportunity to undertake study tours to broadcasters in Europe to gain an insight into best practice working methods. The project is centred at Radio Television Serbia (RTS) headquarters in Belgrade but involves training in RTS bureaus and hubs across the country.
